Flanger - is an effect that creates a distinctive “whooshing” or “jet engine” sound by blending the original signal with a slightly delayed copy — and constantly modulating that delay time.

Fun fact:

The term “flanger” dates back to the 1950s. Audio engineers would manually press a finger on the flange (edge) of a tape reel to slow down one of the track copies. This created the signature sweeping, “floating” effect.

The word “flange” literally means “rim” or “edge” of a reel.
